Of all the pairings, possibly the most striking is the Ho-Oh ex and Lugia ex deck, a high-synergy deck with two of the Johto region's legendary Pokémon. Each card is impressive on its own, but combined, they create a powerful cycle of energy acceleration and heavy damage output that can dominate opponents with ease.

Ho-Oh ex and Lugia ex
Both Lugia ex and Ho-Oh ex are Basic Pokémon with 150 HP, from Wisdom of Sea and Sky. They are both box legendaries from Pokémon Gold and Pokémon Silver, but share different typings as well as functions.
Ho-Oh ex is a Fire-type that plays Phoenix Turbo for three Colourless Energy. It does 80 damage and lets you take one Fire, one Water, and one Lightning Energy from your Energy Zone and put them onto your Benched Pokémon in any combination you like. This is the backbone of the deck, powering your other attackers, i.e., Lugia ex.
Lugia ex is a Colorless-type attacker with the powerful attack Elemental Blast, which uses one Fire, one Water, and one Lightning Energy and deals 180 damage, but makes you discard all three types of Energy when you play it. Lugia would be trapped after each attack with no energy recovery, but Ho-Oh ex is the solution for that dilemma.
The synergy is brilliant but straightforward. Ho-Oh ex fuels Lugia ex, and Lugia ex dishes out tremendous bursts of damage.
Drawing the Cards
You can get Ho-Oh ex through the Wisdom of Sea and Sky Ho-Oh Pack, and Lugia ex through the Lugia Pack. Rewards can be pulled from either, but the named packs offer the highest possible chances.
If you're not fortunate with pulls, there are two other means of getting them:
- Wonder Pick: Get lucky and win one that someone else opened.
- PPE (Pack Point Exchange): Opening one Wisdom of Sea and Sky pack gives you 5 points. Ho-Oh ex and Lugia ex each cost 500 points, so you'll need 1000 points to guarantee one of each.

This small deck is a speed, consistency, and energy management deck that provides you with a variety of options to power Lugia ex's expensive attacks.
Support Pokémon - Pichu and Zeraora
Zeraora has 90 HP and possesses the Thunderclap Flash ability, wherein you can attach one Lightning Energy from your Energy Zone to it after your first turn. This is only a single attachment, but it's great to get some Lightning Energy on the board early without playing your main attachment. Its attack, Lightning Claw, having 2 Lightning Energy, 50 damage, is a backup if your main attackers aren't yet ready.
Pichu has 30 HP and is not that strong. Still, you can use its Crackly Toss ability to withdraw a Lightning Energy from your Energy Zone and use it on one of your Benched Pokémon, which is useful for having Ho-Oh or Lugia ready sooner. Since Pichu retreats for free, you can withdraw it early, use it to fuel a heavy hitter, and withdraw it again once it gets knocked out.

These are always good for speed and consistency, so you can catch Ho-Oh, Lugia, or the right support items in good time.
Leaf
Reduces the retreat cost of your Active Pokémon by 2 for one turn. Since both Ho-Oh ex and Lugia ex have a retreat cost of 2, Leaf gives you a free switch, and you can switch attackers without any issue.
Dawn
Exchanges Energy from one of your Benched Pokémon with your Active Pokémon. This can energize Lugia ex during battle in the middle without wasting turns, applying Energy from the hand.
Elemental Switch
Similar to Dawn, but only for Fire, Water, and Lightning Energy. Luckily, that is exactly what Lugia needs.
Giant Cape
Grants 20 HP to the Pokémon it is attached to. This increased survivability is the difference between life and death, permitting Ho-Oh or Lugia the freedom to take one additional hit and continue the energy cycle.
Guzma
Discards all Tools that are attached to each of your opponent's Pokémon. Great to break their strategy if they have a heavy Tool reliance.
Cyrus
Forces the opponent to send out a broken Benched Pokémon. This can lead to an early KO for Lugia ex's powerful hit.
Playing Strategies
Begin with Ho-Oh ex or Pichu. Bond Ho-Oh with Energy early, as Phoenix Turbo can utilize any type of Energy. Use Phoenix Turbo to power up Lugia ex on your Bench. Call Lugia ex and attack with Elemental Blast to deal massive damage. If Lugia releases its Energy, return to Ho-Oh to refill. The energy loop is what makes the deck so powerful. Lugia ex burns up Energy each attack, but Ho-Oh ex replenishes it in an instant. This allows you to just keep attacking for 180 damage turn after turn without having to worry about resources being depleted.
If your opponent uses Tool-based defense or healing, Guzma can steal their Tools and make them easier to handle. Protect Pichu, as it’s fragile, so retreat it after using Crackly Toss. Plan energy attachments as Lugia's attack requires very particular energy, so prepare two turns beforehand when attaching. Don't overcommit to One Attacker. If Lugia is knocked out, Ho-Oh still can win games with standard 80-damage attacks. Adjust to Your Opponent. Against aggressive decks, exert early Lugia pressure. Against slow control decks, play patiently and set up an unbreakable Energy loop.
